Normal NVR vs "Blazer" NVRs

Can someone give me a run down on what makes the Blazer NVR's so superior to the normal Hik NVRs?

Specifically I am looking at ANPR functionality - does having a Blazer NVR allow any more functions than a normal (with up to date firmware so it has the licence plate option) NVR?

Just tried 2 Blazer recently : avoid them
Noisy, Low specs (celeron), expensive, Win7 Embedded and HIK seems to stop selling them
