No Connection to Blue Iris Outside of WiFi Range

I have a Logitech Alert app that I can connect to when traveling and see what my cameras are viewing. I recently install Blue Iris on my PC and the app on my iPhone. When in wifi range the BI app connects well. When out of wifi range it will not connect.
Any ideas on why one works and the other does not?
 
Blue Iris isn't cloud based like Logitech so you have to set up your BI system to allow access when away from home.

Most of us host a VPN as the most secure, while others are port forward (not recommended), or the STUNNEL option in BI.
