Newbie - here are the requirements

2. Audio
3. Ability to rotate
4. Connect to my wireless router
5. No monthly fees
6. Under $100

Question: how are IP cameras powered? This is not mentioned in Amazon listings.

Look at the hikvision cube cams or the laview rebranded 902 cube. Pan tilt is useless for most situations you are much better off with a wide angle lens.
Cameras are powered by a 12v adapter (often not included) or POE (needs a poe switch or injector)
