New System Design - Network, Camera, and NVR considerations

Hello All:

Long time reader, First time poster. I would like some constructive feedback on the following scenario:

I have a client whose current analogue system has reached end of life and is now due for an upgrade. No current hardware will be migrated to the new platform. The application is as follows:

12 interview rooms, 1 monitoring room
Application is primarily for live monitoring with, conceivably, up to 3 on demand recording sessions initiated by push button alarm input.
12 HD cameras, real time streaming @ 30FPS with audio in each room
Minimal temporary video archiving of recorded sessions (Max 3-5 business days)
Must be a Windows based NVR, with 2 windows based clients.
Mission critical and reliability of extreme importance, continuous operation.
Software should be intuitive and easy to use.

Topics for discussion:
1. Network: New, closed and dedicated CAT Ethernet based network with IP Cameras or utilize the current RG6 infrastructure with HD-SDI/HD-CCTV cameras. All runs are less than 100 FT.
2. NVR: Proprietary hardware and software solution provided by a manufacturer vs. a Dell PowerEdge rack server build running Milestone Xprotect or comparable.
Server should have industrial/enterprise grade components with redundancy built into common failure points ie: PS, OS SSD, HDD (WD Purple) or SAS, etc.
Hardware specs in such a scenario? OS?
3. Camera: 2.1 IP or 960 SDI
What manufacturers offer the greatest balance between reliability and value?
