I did a hard reset from the camera’s reset button and re-initialized it several times, but I’m not getting any video. The screen only shows black with faded white dots, along with the IPC logo, date, and time in the corners.
Has anyone else experienced this problem? If yes, what was the solution? Or is this just a faulty unit that can’t be fixed, meaning the only option is to return and replace it?
 
Login to the camera GUI (not the phone or the NVR) and look at the settings, especially Exposure... are you on an NVR or BI?
 
Here are my current exposure settings:
  • Mode: Auto (Outdoor)
  • Exposure Compensation: +50
  • 3D NR: Enabled
  • 3D NR Level: 50
  • 2D NR Level: 50

Where are you seeing "The screen only shows black with faded white dots"? on the NVR live screen? On the phone?

I’ve already tried a different PoE switch, different cables, and performed several hard resets using the camera reset button. I also went through most of the menu options in the camera GUI and adjusted settings, but the issue still remains. From my observation, and what seems logical to me, is that if the camera can transmit a feed with the IPC logo, date, and time displayed, and I can fully access the GUI menus and manage all options without any problem, then the system itself is functioning. This leads me to believe that the camera image sensor is not producing any image through the lens.

Or the Chrome browser won't render the video, but is fine with the normal web GUI.

Suggestion :
Try MS Edge (most new IPC devices work OK with Edge now).
Try Internet Explorer 11 - a search on here will a simple way to 'unhide' it.
 
1. A stuck IR-cut filter blocking light, or
2. A faulty/dead image sensor.
Given the symptoms, it’s most likely a sensor failure and the camera needs replacement.

In that case, the camera overlays wouldn’t be working either, so that factor can be ruled out.
