Considering that the IPC-HFW1831E is on the wrong MP/sensor ratio, yes, there are other cameras that will perform better than that. Heck even a 2MP on the 1/2.8" sensor will perform better at night...
The IPC-HFW1831E is an 8MP on the 1/1.8" sensor, which means it needs 4 times the light of the the current king on that sensor, the 4MP 5442 series camera.
This should be the two cameras you are looking at (I am not discussing focal lengths, and distances, etc., just simply matching the 2.8mm fixed lens).
If you want 8MP, this is the camera you need as it is on the 1/1.2" sensor:

But if you are looking for identification more than say 15 feet or so from the camera, then you need to look at the varifocal versions where you can optically zoom in to the distance needed.
