OpenALPR is not standalone software (unless you count the command line test program) but rather a library you can integrate into software you write.
I think the OP is looking for standalone software they can install that they can point to network camera, and do things like log plate ids and send notifications when there are plates that aren't in your white list seen.
And if you mean the actual OpenALPR service, then that's an option if you want to pay a monthly subscription fee for notifications.
There is also free software to work with OpenALPRs free service. Check out this thread. This solution was created by several forum members.
