Low Cost IP Cam

I am looking for an IP Camera with the following specification

1. 4K Resolution
2. Night Vision
3. Rain Proof
4. 360 degree

I need a camera of the above specifications that I can control through my custom mobile App. I will be operating in areas where Internet Coverage is not available. I need my custom mobile app to start and stop the camera recording and receive the recording in my mobile phone which will then by uploaded on a cloud when connectivity is available along with some meta data that my mobile app will add. I dont want the hassle of removing the SD Card and then uploading the data from a PC Adding metadata manually.

Please help me identify something suitable.

Perhaps 4 1080P cameras each with 90 degree FOV would work ?

This project is for video capturing data loaded and unloaded in a cargo-hold. Looking at a single camera. Idea is to capture the video for compliance issues related to claims for baggage damage in-transit once the bags are checked it. Looking at a PoC right now. Even older model camera's would do - 1080p too- but a single camera.

Need to control the Start / Stop / Receive Feed from a custom mobile app and later upload this with meta-data tagging onto the cloud. AI/ML analysis will happen once the data is tucked away on the cloiud.
