Limiting bandwidth usage on BI?

On the Blue Iris side, can I limit the bandwidth that the remote camera is using?
I have a 8 offsite cameras that feed back to my house and it only has a 20/2 connection. They seem to stream fairly well with some lag noticeable but tolerable.
However, one location has 5 HD cameras and its appears to be maxing out its 40/5 connection on the upload side.
If I limit the fps in BI on those cameras does that reduce the used bandwidth, or is that only changing things on the BI server side and not the remote site upload bandwidth usage?
 
Thanks. I looked all over and couldn't find anyone else asking about this.
On the cameras (Foscams) would it be better to lower the frame rate or the bit rate to free up bandwidth?
 
*1 on bitrate. I've made adjustments on mine and seen it make a difference in bandwidth and the size of the recorded files.
