Is there a guide to initial BI setup?

I have my cameras and switch from LTS, but can't get the camera and IP address assigned.... little help would be great

He means the camera web interface. You need to setup the cameras with a reserved (dhcp reservation) or static ip..this has nothing to do with blue iris. Its basic networking. You need to do that before going any further.

Yeah, when i try to go directly to the camera at the default IP, it just shows a bkank page. The default IP is 192.0.0.64 and thats what SADP shows it as, as well

You will need to use sadp to change it since its on a different subnet than your router...you will not be able to access the camera until you do that.
