It says International version. Is that the same model you would buy in the USA?

International hardware simply means it’s not region (firmware) locked and can be updated and used anywhere in the world. To be clear, and specific, you’re buying grey market hardware that comes with no factory warranty besides from the potential seller.
If that’s a problem for you stick with a North American authorized re-seller.
If it’s not a problem than you will simply save a lot of money vs buying from an authorized seller. Keeping in mind Hikvision typically provides technical support to large vendors / trades.
Lastly, insure the AliExpress seller your considering has been in business for at least five years and has good feedback from the past buyers.
Doing so will limit your risks and support if that should be required.
