IR halo ring issue in a IPC-B52IR-Z12E S2.

Not sure on the turret, however if built like my other turrets, 3 screws would hold front back together. How normally different the camera is normally connected to front part of the half, inspect wires if some are same mark wire side and connector side one edge of same so you put the correct wire back to correct connector.. remove wires and then un screw camera from front, then remove screws that hold plate for IR to front. That should then gain access to ring. Clean inner glass and install back. Not sure it's built the same as bullet. If it is make sure glass and black cover are clean, lay black ring back to glass making sure it's on pins and sitting flush. Put ir back in and install screws. In the back are some gel packs, if you had replacements I would replace them they are taped to back then Install things back together.

Personally don't know your turret, the ones I have large and small didn't have same setup. Like black ring is built better and in my case are screwed down not just press fitted. I do remove and clean while I do my maintenance routine but I am not the normal end user, and live in area with humid weather.

As someone stated issue is rare and would make sure to exhaust all other light reflection things from your installed area.

In my case the blur is not very severe.
It looks like a small rain drop that got into the internal part of the lens and dried.
Happened in two camera both same model: 5442-ZE both turret.

I don't think it's reflection, but will double check.
Do I have to replace a gasket after I open the screw?
 
Normally the gaskets are machine made. I am not sure they have them for replacement unless the camera came with another in the package..

So I don't know how old your camera is but if you live in an area like I do your problem might be related to the gel packs and I would clean the glass and replace the packs that are in the back where the cables come into the housing.. Normally they are taped to the back area. In some there might be some between the Power Board and Camera PCB as well. Depends on the design of the camera.. Keep in mind if it is between the 2 PCBs that will require some major taking apart of the camera.. Not something that many feel safe doing..

But yeah if high weather area with camera exposed to the weather things can get ugly over time. Some times it can just be an issue with all the heat and cooling of the camera and once the Gel packs go bad if they are not replaced it can fog up lens to point that won't be able to dry off unless very hot days..

Normally the gasket isn't an issue. The front and back were built normally with a flat and or flat with lip and that lip with the gasket keep the 2 parts nicely fit together. You will want to make sure that it is set in place well however because I will admit that there are some cameras that can be tricky trying to get the parts back together with the gasket in place. If yours seats into one of the parts then that shouldn't be the issue. Gel packs need to get replaced if living in an area with crazy weather. If you have mounted out of the weather areas can go a couple or few years before gel packs needing replacement.
