I have a dome camera mounted under my soffit and I'm getting IR glare which I think is coming from the soffit. Is there some material that would absorb IR so it doesn't reflect back to the camera? (paint, paper, foam...)

The glare is more than likely from the dome. That is why it is recommended to use a turret.

Just paint everything mat black, including the plastic dome.
Just kidding, but seriously mat black wont reflect the IR as much as white, green, etc etc.
And what the others already said, go with a turret. Domes are a pain with reflections of light. It will get worse when they get dirty or go all ugly due to UV
