IPC-T5442TM-AS max bit rate limited?

I have a IPC-T5442TM-AS that I generally like pretty well. I use it in H.265 mode, 10 FPS, with the Iframe interval at 10 as well. I have all the built-in detection stuff (IVS, etc.) off because I'm using BI.

The problem I'm having is that image quality seems to improve up to a bit rate of around 12000 (Kb/S), but at that rate, the camera loses framerate and there are breaks in the audio as well. For example, when set to CBR 20000 Kb/S, the camera will only push about 3 FPS at a bit rate of 1100 kB/s according to BI. If I set it to 10000, it picks up to about 6 FPS, at a bit rate of 1000 kB/s. The best setting I seem to be able to get reliable 10FPS is VBR, Quality 4, 10000 Kb/S max bit rate. If I set VBR to quality 6 and 12000 Kb/S max bit rate, the frame rate falls to around 5 or 6 FPS.

Is my particular camera defective, or is this a limitation of the T5442?

I'm running the most recent firmware, but it had this problem with previous versions as well.

I have the 5442T-ASE fixed lens bullets at home, and while the specs say 8192, I recall in testing was able to squeeze more out of them. On the camera interface itself it shows (3~20480) (Kb/S)

Just tried, using SmartPSS directly to the camera I'm still getting 30fps at 10,240 and 16,384 at 4MP- 2688x1520. Verified with Media Info. So on mine at least the cameras seem to be able to output much higher than the 8192 spec. @30fps

How many cameras do you have, and why are you using H.265 with Blue Iris? Blue Iris can't hardware accel decode H.265, so are you possibly maxing your CPU?
