Incorrect CPU (too low) reported in BI via app or UI3

I'm not sure when this cropped up. I just updated my server to Win 11 22H2 which could be the catalyst. Either way BI is reporting meaningfully lower system CPU usage than task manager on a sustained basis.

e.g. my CPU is currently running at around 50% or so and BI is reporting 6-10%.

Screenshot attached (BI CPU in the bottom, task manager in the top).

Anyone else seeing this?

It may be that it is reporting Utilization in a more updated method than just how fast of Ghz it's running. ? not sure.....it's the first time i've paid super close attention to the Task Manager on CPU usage since I upgraded.

I like Resouce Monitor over Task Viewer. It's more granular.

I did not know that was still around!. I just checked it. And yes it gives good data.

I keep a shortcut to Resource Monitor on the tool bar on all my machines.

looney2ns - according to the BI docs the CPU is supposed to be showing system CPU not just the CPU that BI is using. And the issue isn't CPU usage per se... it is the CPU usage that BI is reporting.

I think this might be a broader CPU usage bug with 2H22... I just noticed this thread on gaming which reports a similar issue:

Resource monitor (vs task monitor) reports the same CPU usage... and BI reports the incorrect lower value.
