How to adjust the pan on the Dahua starlight bullet cams?

I hope that this is a stupid question and I'm missing something obvious but I'm working on installing my awesome new starlight bullet cams and I can't see how to manually adjust the pan of the camera. There is a collar that allows it to tilt but it keeps it from panning.

Please tell me I didn't overlook a critical feature!
 
If you loosen the set screw enough you can rotate the lower housing with the camera on the mount ring. Be careful not to completely remove the set screw or be ready in case you do.
