I know the hikvision are good cameras, but im wondering about the dome itself. Is it just cheap plastic? Im pretty set on getting the vandal dome camera.

Its pretty strong, however, any camera can be easily disabled with a can of spray paint..get the turrret.
Can they be locked in placed and not turned? I'm not worried about paint as much as someone turning it.

yes they can be...with enough force someone may be able to move it but I havent tested how much force it takes. Go with the turret, its a much better design.
