Help with Peeping Tom!

I recently caught someone watching my house over a fence that encloses my yard. It’s a wooden fence so you can’t see through it so it’s hard for me to know if anyone is back there. The other night I heard someone walking and caught them looking over the fence but they took off before I could see what they looked like or who it was. I would like a cheap solution to know when someone is back there again. Ideally something motion activated that will send me a notification to my phone. As I alluded to, money is very tight so the less expensive the better and if possible, no monthly plans. Please, any input or suggestions are greatly appreciated.

Some more info needed:
  • Do you have a top dollar amount?
  • Can you run some Ethernet cable or can you have it run?
  • How far from the fence is power?
  • Do you have Internet?
  • Can you or someone mount the camera(s) near fence on house wall or under soffit?
