HD crashed, after re-install BI4 will not start

As subject says.... I just replaced my OS and program HDD and did a clean Win 10 Pro install. I re-installed BI from the website's "Legacy BI4" link and it won't even start up. I expected to have the usual hassle of setting all my cams up again but did not expect this. Can anyone help?

My BI PC was humming along as usual this morning when as subject says, the HDD crashed. Blue Iris server admin. I can't get it to run at all. App fails to start and generates some sort of Windows pop up box with a red bar and one of those arcane Xcodes.

So first of all your HDD did not crash otherwise windows would not boot.
what is the exact error message?

I replaced the HDD and did a totally new and clean install of Windows. Then a clean install of BI 4.
