I can personally vouch for Milkisbad. Great customer service, pricing, and warranty! At his prices it doesn't pay to go the china route. I live in NJ and got my NVR next day via ups.

The only missing feature from the Hikvision is the pan & tilt functionality.

We don't have that model =[ I wish we did because it has such good review and one of the very few hikvision with a built-in mic.
Are you using it for a baby monitor ? I heard some of the Foscam models with pan and tilt is pretty good.

For home security and nanny monitor... but I heard Foscam are not so reliable and I know they do not have an alarm GPIO and PIR.

That's the problem with OEM versions of Hikvision, they have limited camera models. Try WrightwoodSurveillance, they are out of the 2432 at the moment because of their recent move but get shipments every week but that's a popular seller. They come in 2.8mm and 4mm lens sizes.
 
I can attest that on some items when on special the price is pretty close. he ships same day and you get a 3 year warranty...so there are benefits of buying local. It really depends on the price difference, how much time you have to wait and how much of a gambler you are. I have had success with China and milkisbad.

Caught some fishes with my front camera...so weird, all these years nothing really happen, two weeks after I put in my camera it catches something. One of the kids look like he can't even reach the stop sign. the time is off cause I'm using a Dahua NVR and the time just keeps resetting :(
