Looks like the Texas Department of Transportation has discontinued the Report-A-Litterer program where citizens can report slobs who trash the streets and highways with litter. So go ahead and dump your trash anywhere you want to . . . no more letters with a free trash bag will be sent to the scumbags.

On a side note, due to my investigative skills, I have located where the vehicle is parked. LOL
