Some idiot youngster who may not like you have cameras up?
As that looked like an FU gesture towards the house & camera.

Hopefully in a few years somebody will return the favor to him and turn his trash bins upside down.

Of course as irresponsible as he is now, maybe he won't be taking trash out, or won't care and just leave the trash exposed by the curb along the lines of "I'm not picking that stuff up, let the city do it".
 
My guess is that youngster will never own his own home...therefore will never have to take the trash out. He should be in bed not out at 3:30 in the morning messing with other peoples stuff.

I don't think so.
They did that to other neighbors on the street not just mine and my neighbor you see on the video.
The camera is not that visible from the street.
