Nah, California reissued black plates starting around six years ago. They look a lot nicer than the standard ones, but come with an extra annual cost.

2015, to be exact....but they apparently don't have the rectangular recesses for the month and the year stickers....the Tesla plate does have those recesses, at least it looks like it does.
But actually, I couldn't care any less what somebody has for a license plate in CA......almost 30 years there from '74 to '04 was enough for me.
