I'd leave it on HER lawn with a note that says "I thought you should have this since your dog did not pick it up." 
Don't get me wrong...we have 4 dogs, they're penned, get walked daily and we pick up PLENTY of poo....about 2 per day per dog. That being said, some cities have ordinances that address her infraction and a fine can be in order. Here's an excellent one, IMO, in Columbia, Missouri: Pet Waste Ordinance

- Observed doing so by an Animal Control officer
- If someone else observes the violation taking place and is willing to testify about the matter in Municipal Court.
- Pet waste left on the ground washes into local waterways
- Pet waste is a major source of E.coli pollution in local streams.
I had a man always let his dog poop on my corner. I picked it all up and kept a weeks worth and then drove to his driveway and threw it in HIS yard. His wife was watching me like I was a terrorist or something. I just shrugged my shoulders and drove off proudly with my company name on my truck. The guy changed his route after that 
If AOC gets "wind" of this canine activity (sorry, couldn't help myself), she might introduce legislation that will make it illegal for dogs to defecate at all...they'll just have to quit.
Of course, no alternate method of processing food and its subsequent byproducts will be proposed.

For our 4 it's a utility co. pole. My wife calls it the "community bulletin board" for the dogs. They read it with their noses, then post their own notice prior to departure...something like "Coco was here, too".

In any event, I have a gut feeling (sorry again) that our dogs will refuse to comply.
Just call it "The Brown New Deal".
We have a small island at the entrance of our subdivision and I have caught many people letting their dogs go there. I have politely posted to our facebook page asking everyone to pick up after their pets as I mow that portion and do not like to step in it. Next time I catch it, I will be posting the culprit to facebook

The same thing happened to me, which I caught on camera and shared with my neighbors on Nextdoor. Very quickly the people along my street identified the address of the "poopetrator", and soon made a habit of tossing his poop bags back into his yard. He moved away a few months ago, so fortunately I've had no "gifts" in plastic bags wind up in my front yard as of late.
One interesting "old school" tactic that came up in the Nextdoor discussion: if someone's dog keeps pooping in your yard, and that person refuses to clean it up, just pour bacon grease over the poop. The next time the dog visits, he'll clean up his own mess. It shouldn't take more than one or two such treatments before the dog's owner learns to steer clear of your property.

I did put the video on the Nextdoor app and haven't seen the woman or the dogs since the incident. I have 3 dogs and religiously pick up after them just like any normal human being that isn't lazy. If i see her in the neighborhood, i would be happy to deliver plenty of poop back to her!
I've grown to hate dog owners because of this very issue with their dog's poop.

I see no differences in those two scenarios. Neither one is acceptable to me.
My feelings in a nutshell: Take your dog for a walk ... exercise them ... get as many dogs as you want. But, train them to use your yard, and only your yard to poop and urinate.
Scenario A:
Step 1. Buy a house with a yard.
Step 2. Get a dog.
Step 3. Train your dog to poop on someone else's yard, but never yours.
Result: Your yard stays free of your dog's poop and mess.

Update:
Lady was walking dogs this morning and saw me in front of the house. She stopped and turned around so i followed her back to where she lives. I now know where to leave the poop.
