I originally couldn't work out why I suddenly had no web interface but I still had connectivity on the app after upgrading from BI4 to BI5
If you are having a similar issue go into Blue Iris>Settings>Web Server and make sure your root directory is pointing at C:\Program Files\Blue Iris 5\www, and not C:\Program Files\Blue Iris 4\www, as mine still was. Correct the setting, reboot and everything should be fixed.
