I don't think so, because they later drive past the gate. I think they were just trying to open the gate without damaging the lock.

I received a private message from another member here who did not want to reveal their name and location. Included in the message was a picture of the fire truck included in this post. This member spoke with some fire fighters from the E-2 crew. The fire fighters in San Jose have 2 shifts, A and B. The crew members they spoke with were not the ones shown in the video. One of them said hoses on the truck will only reach so far from the hydrant. So they thought they were probably checking to see at what distance a tender would be needed for additional water.
