False report, waste of resources and searchers time: Charges to be filed?

First there was this:

Search continues for Carlee Russell: Woman vanished in Hoover after reporting child walking on I-459

Russell reportedly stopped to check on the child and has not been heard from since.

Then 9 days later this:

Carlee Russell admits there was no abduction or baby on I-459; apologizes to Hoover police

No charges have been filed against Russell. She intends to move "as she addresses her issues," a statement from attorney Emory Anthony read.

I hope the DA files charges, there has to be some deterrent to this kind of behavior, mental illness or not.....IMO.

Charges are usually filed in cases like these. Law enforcement, coworkers, family and others wasted several man hours searching for her.
Her boyfriend initially drank the Kool Aid and said after being abducted she was fighting for her life. Haven't read any statements from him lately.
