Does CPU Affect FPS

I set my cameras (I have 4) to 60fps just to see what would happen but when I look in Blue Iris I see they are all running between 40 and 50fps. Blue Iris shows my CPU running at 90%. Is anyone running cameras at 60fps? Why doesn't Blue Iris show 60fps?

what happens if you just try one camera?
60fps is silly...absolutely no reason for this.

I wouldn't run them at 60 but they are suppose to run at 60. When I drop 3 down and leave 1 at 60, the one at 60 stays between 40 and 50. I'm just trying to figure out if this is Blue Iris or the cameras just can't do the 60fps that they advertise.

run the stream to vlc and check
