Difference between Delete and recycle in BI 4 Clips Archiving

Im new at BI. Can someone help to explain the difference between delete and recycle in the Clips and Archiving function?

Recycle will place the file in the recycle bin for the computer to delete later when it needs the room..it is not recommended-it hurts performance and you dont gain anything...just use delete

I was trying to get some emails sent to me and I think I clicked on something that I should not have, now I can not delete some clips, can you tell me what to look for!
