Delay- 3D Push notifications

My IOS push notifications for BI app have been taking forever to come in, and also not including the 3D rich push notification picture that I wanted. This is whether I am at home or connected through the VPN away from home.

I just turned off 3d rich notifications (alert image) and now my push notifications come in right away.

Any idea why 3d notifications would delay push notifications to iPhone, while also not actually showing the alert image?

Also noticing CPU spikes to 90% now when cameras are triggered and notifications are pushed, but all notifications are arriving to device quickly and at the same time.
