Damaged POE switches

Hello
I am seeing a large number of non working Hikvision poe switches with the same pattern of Led
What does this indicate ? surge issue ?

Don't know for sure, but I would tend to think it was a surge issue that cause the failure. It is a pretty common occurrence. It might have come through the power, or a nearby lightning strike. If the unit has some sort of serial or terminal connection, it might respond to command lines. But if the unit doesn't respond to commands and isn't showing up on the network, it is probably "dead-dead" and needs to be replaced.
