Is there Dahua NVR that connect local and remote Cameras in other locations over web address (like synology with Surveillance Station)?

Sure, most any of them. I just added a camera on another Dahua NVR 30 miles away to my home NVR using the IP for the remote NVR and choosing a channel. Any network I can see I can snag a camera from a Dahua NVR I have the IP and credentials for,

Now I was able to do this because I remotely control the router serving that network the remote NVR is on (via OpenVPN), and I temporarily port forwarded it.
Not a good long term idea security wise,

Great! But in case of Dynamic IP, Synology SS allow me to add HTTP address (ex. xxxxx.ddns.net) is there anyway to put address in this format to Dahua NVR?

I haven’t tried it but I’m 99% sure yes it will. It will accept a domain name in place of an IP address. One could also use P2P
