Can't drag any of my camera boxes in BI

Anyone know why I can't move or reorganize any of my cameras? I'm on BI4.
I obviously Right-Clicked and disabled "Drag Lock."
Anytime I left click to move a camera, it just maximizes. I also thought I had a little hand mouse when I was able to move them. It is just an arrow all the time.

you have enabled solo selected camera - top right
