Cant connect remotely via PC or App

Could someone please give me a hand fixing my blue iris webserver to be able to access off network?

I have port forwarded i have posted some screen shots that may be able to tell you if i have done something wrong but i am fairly sure that i have followed everything correctly.

I can connect when i am connected to the same network as blueiris but not off network.

First of all, port forwarding is not recommended, a VPN such as OpenVPN running on your router is highly recommended to keep from getting hacked.

That being said, have you tested at canyouseeme.org to see if the port is open to WAN?

Does your ISP provide a public IP or do they employ CGNAT (Carrier Grade Network Address Translation) ?

Who is your ISP?
