Can I change foucs of IR Lights?

You're not going to get a good night-image with the tree there reflecting the IR and the wall also reflecting the IR.
You will be better off lighting that area and turning the camera on Colour mode. Otherwise, you'll need to move the camera and/or cut the tree back.

Turn SMART IR ON, I'd probably increase Brightness to 65 and Contrast to 80 and see if that improves things.
BLC set to right could help, but might not. Trial and error I'm afraid.

That first picture, I was thinking I don't think a normal camera would even see that spot with visible light.
The camera compensates for bright 'light' by adjusting it's exposure. However, it does this over it's whole image so the bright spots become normally exposed while the darker spots become underexposed.
That branch reflects a huge amount of light, so even with that gone the reflection off the side of the house will still make it darker than you'd like. You need to experiment with this. If you do move the camera just keep in mind the exposure thing.
You could install an IR illuminator to help if you don't want to move the camera.
Smart IR in my experience doesn't do anything or not noticeable enough to make a huge difference.
The BLC is handy. However, you can't keep the camera in auto-switch mode as the BLC stuffs up exposure during the day if you set it up for night conditions. (I thought you could set them independently with Auto-switch, however I can't seem to on my camera).
You would need to set it to switch manually at a specified time.

Each camera alone usually has more options. Newer NVR firmwares allow you to tweak it through them easily though.

The camera does all of the motion, so if you do it in the NVR, it just sets the camera. So don't do both because the NVR will overwrite all your hard work in the camera.
Use motion detection, intrusion detection and line crossings. That will help minimise some false events.

It really only matters if you have mains powered lighting in the frame. Otherwise you may see like a flickering effect.

See in the first picture, this is what I see (I need to cut of the trees), but this is the "light" that I have,
The camera is connect to NVR with POE. (works on the POE).

I saw that. What I mean't is if you have other mains lighting in the frame. Especially florescent or any MH and HPS lamps (street lighting) as they usually pulse at mains frequency.
The cameras IR doesn't matter because it's not powered by the mains and secondly its DC powered so no issue.
