Ok, I set each camera properties, video to 10fps and they all revert to 33fps or something other than what I set each camera to.

What are you using to look at the frame rate?
Is the frame rate and I frame set in the camera? They should be the same value in the camera.
What type of camera ?

Hikvision, I only set the fps in BI, not in the camera itself using the IP address.

you need to set the fps in the camera not bi...bi will auto adjust that setting depending on what the camera sends.

Well, then why does BI give you the option to set fps if it is ignored?
it is explained in the release notes. it used to be an option that was used to prevent image corruption. Regardless, you must change it in the camera.
