After 5 years of searching for a solution, there was one just posted last month that works. Pays to be as obsessive as my old beagle. For those of you who did not throw out your Call Station, the fix is two simple registry entries as noted in this thread. I did have to use Putty to turn on caller ID on Hiro USB modem, no idea why. I wish the creator was around to tell him it is back to working.

Windows 10 1903 Voice Modem stops working
After upgrading to 1903 my voicemaill system no longer works. I can't play outgoing messages to people who call nor can I record messages they want to leave. I'm using a USRobotics voice modem and
