Blue Iris live view and playback stuttering every second

Hoping to get some help with an issue I'm seeing in Blue Iris where every second there is a very brief stutter in the playback, both with live view and recordings.

My system is:
AMD Ryzen 5 3600
32GB RAM
EVGA RTX 3080
Recording to 4TB network storage (although same issue occurs recording locally)

Cameras are:
2x Hikvision DS-2CD2365G1-I
3072x1728
Video quality Highest
Frame Rate 20
i Frame Interval 20
Max Bitrate 16384
Video Encoding H265 (tested with H264 as well)

1x Reolink RLC-520
2560x1920
Frame rate 30
Max Bitrate 8192
These are the only settings available. I know they don't rate highly here but the camera fits the purpose I need it for.

Blue Iris settings of note:
Version 5.3.8.4 fully registered (tried various versions down to 5.3.6.7)
Continuous recording
Direct-to-disc
Running as service
No hardware acceleration (have tried every setting)
Limit live preview rate 25 fps
No overlays
Limit decoding unless required unticked
Using main and substreams. Substreams do not show the stutter, only after double clicking and the main stream pops up does it stutter
Antivirus exclusion set

All cameras look perfectly fine in their respective live view websites navigating directly as well as streaming in VLC. Has anyone seen something like this before and have any ideas? It's got me beat as there's certainly no lack of resources and the direct streams look totally fine.

How is your network setup? Ensure that the blue iris pc is plugged into the same switch as the cams or a switch coming off the camera switch and not passing through your router.
Lower your bitrates by half and see if that helps.

Thanks for the response. All devices are connected to a Poe Cisco 2960X. I’ve just tried changing the bitrates but no difference I’m afraid.

Well this is strange I just tried exporting some video and the exported mp4 looks totally fine. It's literally just the vision in Blue Iris itself that stutters. It's especially noticeable if a car is going past, every second it just freezes for a split second and then continues on but you can also see it with trees blowing in the wind.

Here's a phone capture of the live view in Blue Iris.

See if there are new drivers or older, available for your video card. Other than that I would email support.
 
Try disabling the sub stream temporarily to see if the stuttering still happens.

Make sure the sub stream and main stream match each other in their FPS and i-frame interval settings.

Try toggling the "Use RTSP/stream timecode" box in the "Network IP camera configuration" panel (same panel where you configure the main/sub stream paths).

Let us know what you find out when you contact BI Support. I occasionally see this on my Hikvision 4MP ColorVu G1 cameras - mostly when the variable bit rate of the stream increases due to image conditions. You mentioned you played with bitrate, but did you try turning down the quality? Turning it down to low or lower made the video smooth for me. I'm using h265 VBR running at 30fps with an i-frame of 30. These cameras face a street and I like the FPS. When I view these cameras directly on their web viewer Blue Iris is actually at least one second ahead and without installing the Hikvision plug-in the video will start falling behind and then snap forward every dozen or so seconds to catch up. The recorded video files are perfect in BI. I have no packet loss.

Viewing any of my cameras in BI is practically real time and I just sort of chalked up the stuttering to hitting a limit somewhere. I sort of suspect it might actually be something with the camera not keeping up and not delivering packets in a timely manner but don't have the tools to test it.

EDIT - One thing I did forget to mention is initially this only was happening to the one camera that I had just installed. All the others were fine. Then after about a day all the cameras started to suffer from the momentary freezing.

I second this as I am dealing with the same issue ATM.

I have had four cameras on my system (two and two of the same models) and it has run flawless. I just purchased two more cameras, again the same models as two on the system I already have and in adding those thus began my glitchy/lag/momentary freeze/stutter issue like Porkrind74 is dealing with.

I have gone over everything in the settings in BI and with each camera, all is good. I even lowered more setting to be on the safe side and still nothing. My CPU usage hovers around 15 - 20% BI is only using around 2.5 gigs of the installed 16 gigs of ram and a intel core i7 6700 in a Dell Optiplex system that is only used for BI.

Quite frankly I am out of ideas, my only real thing I have left that I think it could possible be in my POE switch. I think perhaps it may be bad or something. I have a IPCamPower eight port until that when I installed one of my two new cameras had to be flipped to the "extended" setting on the switch as to have enough power to reach the camera and properly power it. Everything is fine in the web browser viewing the lag is only within BI which steers me away from thinking its a hardware issue but that's all I can come up with at the moment.
 
Not to hijack this thread, but I was able to troubleshoot a little bit with VLC. You can open up media streams in VLC and I opened up one of my Hikvision 4MP ColorVu G1 cameras using the stream profile BI found for it . With a cache of 1000ms the stream is smooth and there are no lost frames. The video of course lags the live video in UI3 by 1 second. If I set the cache to 0ms I start seeing the same stutter I see in the live view for BI.

For me at least this shows that the problem is not entirely in BI. Considering BI is simultaneously decoding the stream it gets from the camera and re-encoding it for display in UI3 and the mobile apps I'm not surprised it's sensitive to packet delays. For my use I don't mind a little stutter to keep latency down as long as it does not affect the recordings. Of course if there are reasonable adjustments to be made to minimize it I'd be open to it. Right now I'm chalking up the stutter to packet delay from the cameras or switches. My next upgrade might be a managed switch so I have better monitoring and performance tools available.
 
Did anyone come up with a solution to this? The fact that an MP3 export of the video plays with no hesitation means that the material is making it to the .bvr file, and eliminates anything before the file's created: cameras, compression, network, etc. and that means the problem lies in how BI plays back its .bvr files on that particular computer and video card.
 
Start a new thread. Provide detailed info of your system.
 
Porkrind74: at the top of the post you say it hesitates "both with live view and recordings" but in the last line you say "the direct streams look totally fine." What is the difference between "live view" and "direct streams"? As I said above, when I export to MP3 and playback that, there's no hesitation. I didn't see anything about the file format; are you saving in .bvr files? If you export to another format, do you get hesitation?
 
Did you ever figure anything out about this? I seem to have the same experience. I have another thread going about it but it kinda hit a dead end when they said my hardware was too old. I just reinstalled BI on a much newer much faster system and the experience is exactly the same... Viewing in the BI application stutters but exporting the clips to VLC plays smoothly suggesting the feed and recordings are fine, it's just the player application that stutters.
 
This happens with substreams enabled , even with key frames and fps matching , seems to be a timing issue with the substream keyframe interval causing the paus. I no longer use substreams to solve this.

This thread is 2 years old. You have a misconfiguration or other issue on your end as almost everyone here uses sub without this issue.
 
BI uses keyframe timing from the substream when displaying the main stream , atleast with dahua this imparts the momentary pause when viewing the mainstream either on the console or remotely.

Again, you didnt solve your problem this is not an issue others are having. You have a flaw somewhere in your setup.
In your countless hours of work have you posted on this forum or emailed support? no...
 
Same problem here with Reolink Duo Floodlight Poe. Tried every combination of settings and troubleshooting guides, but everytime when substream is enabled the live stream and recordings are stuttering.

This is a known issue with reolink cameras and multiple streams...
