Can you still use blue iris on pc and run a hikvision nvr side by side without any conflicts.

Most likely...for one, you can stream the NVR to BI; you put in the NVR's LAN IP for each of the cams in but select a different camera number from the drop down.

None whatsoever. The only potential issue is if the NVR throttles camera bitrates or cannot push it thru. But being a Hik, it should have the capacity.
