Blue Iris, added 2nd camera, FPS half?

Thanks Federman , but rtsp/stream timecode not was my problem.
very strange now all cameras run with 24-25 fps with 1920x1080 (only wificamera) but i have only power off and power on cameras change and rechange some parameters of fps, and very very strange but solve it.
I have seen that some combianations from fps and bitrate make slower fps (not only for higher value)

Seems incredible but after reboot pc, now the previous wifi camera run to 25 ,but one of old camera run 12.50..
No toch any cables, no touch any configurations, very strange this, only reboot.
is there another way to measure real fps of each cameras without use blueiris, also if i tested with new other pc with blueiris and the fps is the same of blueiris of other pc.
Now i have seen this information , what is mean ?

I m thinking that all is automatically for some model about lux or moving frames, because now i don't have touching nothing and now all are 25fps...
