BI Upgrade Cost Question

I have been running on an older early 5.x version for a while now and have not renewed for some time as the version I had was working fine and did not need the additional features or support.
After replacing my HD and a new Windows install, I want to update to the most recent 5.x version. Since I already have the license, will I have to pay the full price to install the most recent version or just the $35 for the, "Extend support & maintenance" version?

It should be just the renewal cost - and there are two options - a one time payment or a recurring yearly payment that is a little less.

Dumb question but I see there is a "DownloadBI5" and a "download most recent update" file on their site. Do I need to run both the initial download then the update when installing?

The most recent file is the only file available on their website. There is the update file for those upgrading from V4 to V5, but the file itself on the main page is the most recent.
