Of course you would need to exit the software first (if minimized: right-click on task bar and choose to exit software)
I do have a Blue Iris tools showing up under configuration/programs (normal windows box..). Continue by de-installing/removing the software there.
After that: check for existance of directory of Blue Iris Tools under /Program Files (x86)/Blue Iris Tools
If still present: delete.
When you really wanna get to the bottom of this, also check en remove all registry entries still pointing to Blue Iris Tools (for example HKEY_CLASSES_ROOT\Wow6432Node\CLSID\{1EFB6596-857C-11D1-B16A-00C0F0283628}\InprocServer32
HKEY_CLASSES_ROOT\Wow6432Node\CLSID\{1EFB6596-857C-11D1-B16A-00C0F0283628}\ToolboxBitmap32
etc
