At night with IR the image is almost unusable (at day is perfect)

If I disable the IR its too dark, picture attached is with IR ON

Inside dome cameras, yes, there is a foam ring. Other cameras aren't normally affected by internal reflections like that, but can be affected by the other problems described in that document.

did you notice the wall in the upper right corner? That could reflect the IR?

For those searching for issues, I am adding the following ( "tags" ):
dome camera has problems at night due to IR reflection ( dome security camera bad night time image )

The image included by klauscla and the pdf by bp2008 illustrate this problem well.

Absolutely it could, and likely is contributing substantially to your image quality problem. It doesn't even need to be in view of the camera, just in view of the IR light.
