I like being able to give jobs to old computers. I just found out I can view my IPCAM on PPC Mac OSX Tiger (10.4.11)!! (local LAN at home)
Yey! QuickTime works but also so does the PPC version of VLC (videolan) - using the rtsp thing.
I notice on my QS 733MHz it consumes all the CPU effort but on a 1.3GHz laptop, about 60%, so both are able, although as a single cam/task affair maybe.

Consider whether the cost is worth the benefit. Depending on the computer, the monitor, existence of a graphics card, etc, it might be using more electricity than it is worth.

I'm sure you could run more cameras if you use sub-streams or have an NVR software like Blue Iris which is capable of combining multiple cameras into one stream. Though obviously it would be doing the combining on a different machine, not the old slow one.
