Repacked IPC_R6_EN_STD_5.3.8_160126 firmware with psh disabled. English cameras only.
I could repack the same EN firmware to work with CN hardware, but I don't have any CN cameras for testing and they use different crypto keys.

Yes, I can do 5.4.0 and R0 cameras (2x32) too. Be patient.

I guess it's them making a token effort to protect different markets (or at least be seen trying to by distributors). I for one am pretty hooked on crazy cheap imports from China though

In this case it's a restricted shell Hikvision use to try to prevent you from running whatever commands you like.

This firmware just bypasses it by overwriting it on boot up so you don't encounter it and get a normal busybox shell instead.

Did you manage you unlock region on the DS-2CD2032F-i or DS-2CD2135F-IS cameras, so the Chinese cams can take EN firmware?
