1 or 2 Cams Not Recording Unless Live View

Have multiple setups on BI 4 and BI 5 and one or two cameras malfunctioning on each system ( some have 5 some have 20+ cams total) all settings are identical and we have been installing these systems and blue iris for a long time (5 + years) but recently adding a camera or two have resulted in the cameras detecting motion only when a live view is up, after that nothing, no record no alert, nothing. All are wired and identical config, even copied a settings and re imported them on new cam. Also one was a existing camera that was shelved then reinstalled and now it wont record unless live view is up????

There is not need to be passive agressive. The reason for your issue is user error. See wiki discussing "limit decoding". You improperly selected this option.

Why does limit decoding cause this? I was under the understanding if I have a h264 stream then there is no need for needing that to decode always. am I wrong?
Im thinking the cameras iframe needs to be set to 1 keyframe per second?
