My house is 1950's and I have no issues with the powerline networking. I haven't load tested it, but I get the same internet speedtest result on the Powerline as I do connected directly to the router. Its plenty for a video stream.

@Terk I got "IP Cam Viewer Lite" working with the basic "ONVIF Camera" type. No preset names, but at least it kills the stream when I leave the app. I verified this with the traffic monitor on my router. My issue with LiveCams Pro is that the stream doesn't stop until I hard-quit the app.
