Was replying to your first try when it disappeared on me lol. The red glow is a function of the wavelength. Re-reading the first post. Lpr common misconception #1... Streetlight and visible light are in most cases counterproductive for LPR night time purpose. Visible night have different focus point than IR light. bright enough visible light sources would produce a fuzzy IR+visible light image... -

you can unzip the firmware .bin file, one of the small size file (i forgot the name) have a list of all model it can flash if you open them with notepad -

6/3 Update So.... the 9 laser chips illuminator arrived today, it works and it is good! run lurk warm (not hot at all, i can hold forever) even in my chilly basement but since it will only be on at night with no Sun, that should not be an issue. Same great tight and bright as the 4 chips one...- Bitslizer

AFAIK there's nothing ready made when I was researching a few months back, even a small 3w 12v DC illuminator need at least a 12v 4ah battery to last a 12 hours winter night that's about 8x 3.7v 18650 2000mah battery to hit that voltage/capacity. You can run the math on panel size and better...- Bitslizer

Well on closer examination I do believe it is vcsel. The enlarged view show the typical vcsel grid/array that I don't think we see on ir led chips. Tried my best to take a pic but you can see the stagger grid pattern toward the bottom of the chip, it is much more visible to my naked eyes -

If you don't mind tinkering and want to save some money, check out my DIY IR spotlight hack/conversion (fairly easy). $25 bucks will get you a 4W version with pretty good results (good enough to get by @ 240ft). you can decide what degree you want to try from 5-15 degree I'm guessing it... -

It depends on the camera. Fancy one can do pixel binning. Ie combine 4 pixels into 1 simulated big pixel. But I'm not aware of any CCTV camera that do this -
