My BlueIris box is setup to send me text with a picture when it detects person in the specific camera and hours I assign.
BlueIris can program to do so much more that the cheap Hikvision/Dahua nvr can do.
Some IP cameras is app only and require internet access.
Some IP cameras you can use an browser to look at the footage and might not need internet access.

What are you using as your DHCP server? All my devices are on the same vlan and I used my OpenWRT DHCP server to assign blank gateway and DNS address so my cameras and nvr can never go to the internet.

This is a limitation of your NuTone LA600WH wireless chime as it only works with NuTone wireless switch. If you want it to work with DB1, then you need to wire up the chime.

I'm cheap, so I bought used routers that are capable of using OpenWRT firmware so I can set them up however I want them to be.
For your case, Asus makes some great routers that can be setup as Access Point. RT-AC88U has 8 LAN ports!
P400, P620, GT 1030, GTX 1050TI all have low profile version and they won't stress out your 250watt power supply.
Though, prices for any video cards is high right now due to chip shortage.
