In actual fact I think you are correct that the camera is causing the issue. I checked on an un-used channel and could select right up to 1080p. The coax cabling to the camera is rather old so will test with a new piece and also CAT5e with trancievers. Thanks for the suggestions.

It is really bizarre - I have tried isolating the BI stream. Only thing I can think left to try is to isolate with a single test camera (there are other 960H units also connected) 3 of the cameras in question are as below - definitely 720p capable...
